Fred Cox cf146c2f22 Allow correct environment to be loaded when .env.local.php exists 
This prevents surprises when you have generated the file, and then run your tests.

Grégoire Pineau 52c6d2ae96 Load routes for specific env first 
It's common to add a 'wildcard' route to an application that looks like
a CMS. Usually the route has the following path `/{slug}`.

But with the current routes loading order, the 'dev' routing is loaded
after regular routes. In previous SF versions, dev routing was loaded
first. This PR retores this behavior.

Jan Rosier de62821bc0 Remove the no longer needed getCacheDir and getLogDir methods. 
Since Symfony v4.2 the methods of the parent class are the same.
