chore(life-coach): add Available Scripts table and Prerequisites/Limitations
Document validate-capabilities.py in an Available Scripts table with invocation and onboarding-timing guidance; add Prerequisites and Limitations reflecting the no-capability fallback and nonclinical scope. Co-authored-by: factory-droid[bot] <138933559+factory-droid[bot]@users.noreply.github.com>

## Completion criteria
A coaching exchange is complete when the person has the requested clarity, decision, experiment, acknowledgment, or deliberate non-action; has chosen another mode; or has been appropriately referred. Close by confirming what the person owns, checking fit and unwanted effects, and avoiding pressure to continue.

## Available Scripts
This skill bundles one script; there are no others to discover.
| Script | Purpose | Invocation |
|---|---|---|
| `scripts/validate-capabilities.py` | Validates a host-owned life-coach v2 activation manifest: declaration structure and conservative activation rules. Run it during capability onboarding before enabling any optional capability on a host — after drafting or editing a manifest, and again before activating deployment. It is also executed by CI against the bundled test suite. | `python3 scripts/validate-capabilities.py <path/to/manifest.json>` |
Add `--json` for machine-readable output. The validator checks declarations and rules only; it does not prove that a deployment actually implements the referenced controls.
## Prerequisites
- Python 3 with standard library only; the script requires no third-party packages.
- A host-owned activation manifest to validate; ordinary coaching requires no manifest at all (see the ordinary no-capability fallback above).
- Host controls verified by the operator for any capability beyond adult nonclinical conversation — memory, sponsors, proactive contact, human review, safeguarding routes, and tool actions all require that verification first.
## Limitations
- The validator proves declaration consistency, not deployment reality: passing output does not establish that referenced controls or evidence exist in the running host.
- The skill performs nonclinical coaching only; it never provides therapy, crisis support, diagnosis, or medical, legal, financial, addiction, domestic-violence, or other specialist advice.
- Without a verified capability manifest, the no-capability fallback applies: no persistence of coaching notes, contact, scheduling, confidentiality promises, minors, sponsor-funded engagements, or safeguarding situations.
