Update Framework section: CLI story + detect element in periodic table

- Update lead text to mention skill + commands + CLI
- Add CLI "detect" element (Dt) to System category in periodic table
  with dashed border, CLI badge, and hover tooltip
- Fix tooltip clipping (overflow: visible on container)
