Add mechanical pre-scan for typeset and layout (#345)
* Add mechanical pre-scan for typeset and layout commands. Introduce --scope filtering, layout/type rule scopes, DESIGN.md font-size validation, and pre-scan steps in the skill references so agents run detect before LLM judgment.
