Release: engine 0.1.3, CLI 4.0.4 and skill 4.2.2 (#752)
* Release: prepare engine 0.1.3, CLI 4.0.4 and skill 4.2.2 Ship the merged DeepSeek Harness, picker and launcher-refusal fixes. Intentionally refresh generated provider and plugin release metadata. Keep this branch off main until all engine binaries and npm platform packages exist; refresh bun.lock after publication. AI assistance: Codex, under maintainer direction. * Release: lock published engine 0.1.3 packages Refresh exact platform package resolutions after publication. All five npm binaries match the checksum-verified release assets. Addresses both lockfile review findings. AI assistance: Codex.
